Stable salary growth in 2024 for Teknas members
Tekna’s salary statistics for 2024 are now available. In the private sector, the growth in average salary was 4.7 percent. In the municipal sector, the increase was 5.1 percent. For the time being, the government sector is not included in this year’s statistics, due to last years strike and delayed salary adjustments.
The growth in the average salary in the private sector in 2024 was 4.7 percent, compared to 4.8 percent in 2023. This was in line with what Tekna had expected and reflects developments in the labour market.
“The salary growth for our members in 2024 is relatively modest. We see signs of increasing uncertainty in the labour market, even though unemployment is still very low. Several companies are being cautious and holding back, and somewhat fewer members are changing jobs. At the same time, it’s important to keep an eye on how much the owners are taking out of the companies. It shouldn’t be the case that employees show restraint while the owners are partying,” says Tekna President Elisabet Haugsbø.
5.1 percent in the municipal sector
In the municipal sector, the increase was 5.1 percent in 2024, compared to 6.3 percent the previous year.
Haugsbø believes it is crucial that municipalities can recruit and retain expertise.
“The growth in the municipal sector is lower than last year. Some of this can be explained by a backlog before last year, after a few somewhat tougher years. We depend on good salary growth to ensure that the municipal sector is able to recruit and retain skilled professionals. Municipalities must be able to attract the expertise needed to keep services at the level the population expects,” she says.
“It is critical that municipalities are competitive when it comes to skilled workers. That means salaries must be used actively,” she adds.
New graduates earn an average of NOK 645,000
Newly graduated Tekna members in the private sector had an average starting salary of NOK 645,334 in 2024. In municipalities, the average starting salary was NOK 635,896.
“The starting salary for new graduates is good. There is strong competition to attract the best talent, and we see that the public sector is not far behind the private sector when it comes to entry-level salaries,” says Haugsbø.

- The salary statistics have been published every year since 1946. This year’s survey is the 79th in the series.
- The survey measures the agreed annual salary and fixed supplements as of December 31st 2024, as well as total bonus/commission paid out over the last 12 months.
- A total of 44,711 Tekna members responded to the survey. This year’s response rate is 63 percent.
